My dogs eye is swollen........?

its only one eye and the white part is really swollen. sometimes he opens his eye and we can see the redness. He tries itching it a lot. we tought it was soap in his eyes cause we took him a bath earlier. but now it looks worser than soap. is there anything i can do other than going to the vet or is that my only choice?
