Is it true that no urban geurilla movement has ever succeeded in overthrowing a government?

I guess if you don't include an all out rebellion to be a guerilla movement then its true. But If you consider the overthrow of the King Louis in France and the rebellion to overthrow of the Rominov dynasty in Russia then yeah guerilla warfare totally works. But again i guess it depends on the definition of urban guerilla movement.
